Board members owe duties of care (informed decision-making), loyalty (no self-dealing), and obedience (consistent with the mission). The duties are distinct: a member can satisfy care while violating loyalty, or vice versa. Most board mistakes involve loyalty (related-party transactions without disclosure).
State attorneys general can pursue board members personally for breaches; D&O insurance typically covers care violations but excludes intentional loyalty breaches. Confusing the duties leaves members exposed without realizing it.
Federal IDEA gives parents specific rights — to consent or refuse evaluations, to participate in placement decisions, to request independent educational evaluations at district expense — that are routinely waived by signing a standard IEP without raising objections. Once signed, undoing a placement decision is procedurally heavy.

Schools that ramp interventions in year five are improving on data the authorizer never sees.
Renewal denials are typically locked in by data the school never realized was being counted. The performance ramp has to align with the lookback window.
