3.1

E-Rate Category One and Category Two have different rules.

Category One (telecommunications and internet access) has higher discount rates and is essentially uncapped; Category Two (internal connections, managed services) has a five-year per-student budget cap. Mixing the categories on a single application typically delays funding by a full cycle.
