The coordinator role is not honorary — federal regulations require the coordinator to coordinate the institution's compliance efforts, monitor outcomes, identify patterns, and ensure that grievance procedures are followed. Naming someone without giving them authority or time is a finding waiting to happen.
OCR investigations frequently cite "coordinator in name only" as systemic non-compliance, escalating individual incidents into institution-wide enforcement. The coordinator function is a litigation fingerprint.
Federal IDEA gives parents specific rights — to consent or refuse evaluations, to participate in placement decisions, to request independent educational evaluations at district expense — that are routinely waived by signing a standard IEP without raising objections. Once signed, undoing a placement decision is procedurally heavy.
Districts have neither the obligation nor the resources to re-explain rights at every meeting; the procedural-safeguards notice is delivered annually and that satisfies the legal requirement. Parents who do not know the rights cannot exercise them.
FERPA permits disclosure of "directory information" without consent if the institution has noticed students of the categories and the right to opt out. The defect: many institutions treat the categories as broad (full address, full schedule) when narrower defaults would meet operational needs. A student suing on a directory disclosure typically wins on overbreadth, not technical violation.
Tightening directory-information defaults is free, low-risk, and removes a category of avoidable complaints. Most institutions inherited their lists from a prior generation of administrators.
